I’m not sure. I thought that there were only three with mine but I was putting it together wrong.

The bag is a carrying case, although mine does not fit back in it. The bungee cord is just to bungee down stuff if you’ve got it overloaded.

I still haven't figured it out I'm thinking the bottomless bag is for maybe storage. N the bungee cord could be to secure items in the wagon

The bag is to put the wagon in and the cords are in case you use it without the canopy and need to hold things in place

I believe the bag is a cover. For the wagon if you close everything up. The bungee cord I'm not sure I'm still questioning about that too.

I use the netted bag & bungie to fasten down my loaded items. It keeps the items from falling out, by holding them in place, when I’m carrying items that are stacked above the sides of the wagon.

I use the bag to put the wagon in and the bungee to keep it all together. I'm not sure if that's what it's used for but it makes sense.
