No they are for cutting wire no more than 9 gauge or you will break the tip like I did. They are great for what they are intended for but for locks buy a larger lock and bolt cutter around 18” or 24” lock cutter.
I have the 18” and it cuts well but takes a little muscle. The shorter handles make it more difficult do the 8” would cut but you’ll need a lot of leverage. The longer the handle, the easier the cut.
