Will the 1/2” pipe sit flush with the plate?? I just had to return another brand of plates because they do not sit flush...
I'm currently installing the ones I ordered. When installing, if you press the center of the plate tightly to the pex tubing and floor while stapling, then the pex sits tight. I'd highly recommend using a pneumatic stapler that accepts Arrow staples. The plates hold really well if you staple them to the subfloor. I added 3 close staples at the ends of the plate to secure it better. Having one person holding the plate and the second stapling makes the job much easier. The plates cut easily with metal cutting scissors. Be careful with the sharp edges, they can be quite sharp.

Is it important to peel off the blue film or can I leave it on?
It is a protective film. It is not important. You can keep it or tear it off.

The tubing fits into the grove but is not held tight. The natural curve of the PEX causes it to come out immediately. How do I keep the tubing in place?
Please fix it with nails

Did anyone else's plates come with blue film on one side? Is it a feature to insulate the side opposite to where the pex inserts? Or just peel it off?
Just peel it off
