Those fuses are for the INLINE fuse holder you have to get separately.
I got mine from NAPA. I brought the fuse with so I was sure to get one heavy enough to hold the load this inverter is capable of producing.
It works great though...

I have not done it with this one, but I have with others. It absolutely requires removing the outside cover to reach the electronics.
