Yes, it is steel and can be painted. If I were to paint it, I would probably use an epoxy or appliance paint to help the paint from being scratched off.

It is a matte black finish. I would check with a paint specialist. The paint might just scratch off with use.

I didn't buy this item ( I bought something similar). But, I don't see why you couldn't paint this metal handrail. Suggest using Rust-Oleum.
