Does this carrier fit easily under an airline seat with the trolly removed , or is it too bulky?
It will fit easily with the trolley removed when flying economy, but upgrade to coach and the pet will be more comfortable.

Does this bag have a flap to secure it to a luggage handle?
I haven't used it yet but I see no flap for attaching to your luggage. There are large velcro straps on the bottom to attach to the frame.

How does this (or similar) 11.41” high carrier fit under a seat that’s 9” from floor?
Hi, They don't, you can easily push the top down, just gives your cats less room. If they lay sleeping it's ok. But other than that you will have to purchase an extra airline seat. Though some airlines give a slightly less price for pets. N.B. Also if you have a cat who has never traveled and could be afraid this is not the carrier for you they will rip their way out, a hard plastic carrier is best in that case. Hope this helps.
