Is the max tire size a 23" it looks like the 9' strap should fit up to a 33" tire.

For Wheel Chock Tie Down Kit, it can be used, but the belt length will be tight, it is recommended to buy other styles of 120 inches.

Max size of tire says 23” but others at 88.8 inches will fit up to 30” so why not 23” on this one?

I'm using this kit to tie-down a RZR with 30" tires. The strap is plenty long for it. There is enough extra at the end you can probably go up to a 34" without much issue.
