Yes, an air conditioner could be used in this booth.

Can this be put up outside with light wind or rain?

It is OK in light wind, but make sure to fix the product. It cannot be used on rainy days, as it is not waterproof.

The fan that comes with the product can both inflate and circulate the air.

Is this designed to keep all paint residue from exiting the booth?

Actually no. I run 2 explosion proof extraction fans at the side window filter. It helps a lot but it's not perfect
