It is probably better to do some weeding first and perhaps also apply some weed killer.

I would spray weeds with roundup first. Then install fabric over. I used mine for a shed base that I installed so mine was all dug and plain gravel.

You can but I’d suggest you double it if you don’t weed When I used it I weeded the area I covered and it worked well

More than likely whatever you lay it on and the sun is going to kill whatever's underneath it But you don't want great big weeds that might be stimmy to poke holes in your underlayment

You should at least mow down the weeds to give you a uniformed bases. The lanscape fabric will then smother the weeds from there. Also, use plenty of lanscape fabric staples to secure the fabric in place as well.
