it is hollow, however, the column and the bottom plate are welded together, there is no open end for you to put cement in. I think this bollard meant to be put on concrete surface, unless you drill how through concrete and put rebar through the hole and in the hollow bollard, fill with cement without rebar does not seem adding much of protection.
