No. Very thin and brittle compared to more expensive cones. They would probably blow over faster than a higher quality, heavier style. With that said, they are still a good value. I use them often with no problems.
I'm not sure what you mean by "collar." The cones are very sturdy and do not tip over. They can be stacked but may be hard to unstack, especially if they get wet.
