Does this have to be plugged in, because in case of water shutoff ( in a crisis), can it also be run on batteries?

Yes 100% required to be plugged in, this machine uses a 900W electric heating element to boil water and turn it into steam, It also has a cooling fan and internal electronics that all run on electricity. cannot run on batteries, not realistically.
