Is the entire surface, including the underneath of the railing, smooth? Many hand-made ones are rough.
What about the small porch at the top of the steps . Do you have anything for the sides of that flat surface?

Will it work it work on round steps ?
I can't answer positively, but I don't see why it won't. You need a masonry drill bit if you have brick or concrete steps.
