Are the forks solid or tube steel

Heavy tube steel. If they were solid you would be hard pressed to lift one up.

Has anyone tried these on a tooth bucket or does it need to be a smooth edge?

A smooth edge bucket will work best. For tooth buckets you want to make sure you have at least 4" between teeth.

what is the minimum & maximum width between the forks? Or what width bucket will these fit?

There is no minimum or maximum width, if you don't use the bar base, that goes between the bars. The bars are remarkable useful for brush, logs, moving potted trees, pallets etc.
