That depends on what the outside temperature is and how long you are without power. In general, PEX handles freezing better than copper "L" tubing ("M" grade should not be used for plumbing). In most cases the fitting pops out of the PEX tubing and the tubing & fitting remain undamaged but... when it thaws you have an open line. I do not suggest using PEX behind sheetrock against outside walls. I am a licensed Professional Engineer.

I used the pex pipe for heating system and put antifreeze in the system and all piping is under the concrete floor and works great.
