Does the top plate free swivel? Basically, if I bolt both ends to something, will I still be able to micro adjust the jack up and down by turning as the ground moves with frost? Or will i have to unbolt the top to turn it?
Yes the top plate is a pivoting / swiveling saddle, not a fixed mount.
it can tilt slightly in multiple directions to match beam movement or uneven load.
You do NOT need to unbolt anything to make small adjustments.
