The top of the foot side plate has a screw hole fixed to the dock. After this is fixed, the bottom will not sink indefinitely.

Can the hand rails be removed?

I suggest you don't remove it.First off, they add structural integrity to the stairway. Secondly, if any part of the stairway is submerged, those stairs tend to get slick. The railing is there to keep you safe during your entry/exit from the water.
