It's a Floor Heat Pad
I ordered this because it seemed to be the cheapest available that looked like it would do what I needed. It covered the area I got it for and the control has a nice look to it. However, I can not find any way to switch the control from Celsius to Fahrenheit. Also, the control is a strange size and there is no electrical box in America that will fit it. I made it work with slats behind the drywall.

Thermostat doesn't have directions
Getting clear directions was the hardest thing.contacted the company about very vague directions to hook up the thermostat. All they did was send a picture. The mat itself wasn't hard to install

Works - but note caveats
Kilowatt meter measures 520 watts for 70 ft2 - so slightly off-spec but close enough. Make sure you do radiant reflective and fiberglass insulation below it - otherwise you are losing half your heat. Thermostat, etc. are not really useful - you can wire into whatever you have easily enough. Simple to install - but mesh itself is pretty useless - would have preferred as a straight coil.
